Week 4's COVID-19 Report

This post is my Weekly Evaluation of Texas DSHS Coronavirus New Case Data. The main takeaway is a doubling of Gulf Coast cases over Week 4 largely driven by Harris County numbers. To add to previous week's reporting, I introduce a population rescaling step. By putting all 5 regions on the same per-1M people basis, the number of recent cases recorded by the Panhandle are on par with the Gulf Coast (and larger than the other 3 regions). This development is the subject of several articles in today's Houston Chronicle.
